a mandatory legal document in India that certifies a vehicle's emission levels are within the permissible limits set by the government. It ensures that vehicles, including cars and two-wheelers, comply with environmental norms and are fit for operation on public roads.

What is a PUC Certificate (PUCC)?

  • Purpose: It verifies that a vehicle's emissions (carbon monoxide, hydrocarbons, etc.) are below the limits set by the Central Motor Vehicles Act, 1989.
  • Significance: It helps curb air pollution and ensures regular engine maintenance to minimize toxic exhaust.
  • Mandatory: It is mandatory for all vehicles (petrol, diesel, CNG, LPG) to have a valid PUC. Electric vehicles are generally exempted as they do not emit harmful gases.
  • Legal Requirement: Failure to possess a valid PUCC can attract fines of ₹1,000 for the first offense and ₹2,000 for subsequent offenses under Section 190(2) of the Motor Vehicles Act. 

Key Components of a PUC

A PUC certificate typically includes:

  • Serial Number: A unique ID for the certificate.
  • Vehicle Information: Registration number, make, model, and fuel type.
  • Test Results: Actual emission readings (CO, HC, Lambda).
  • Validity: The date of issuance and the expiry date.
  • Compliance: The emission norm (e.g., BS-IV or BS-VI). 

Validity and Renewal

  • New Vehicles: The first PUC certificate is usually valid for one year.
  • Existing Vehicles: After the initial period, it must be renewed every six months.
  • Renewal Process: You must visit an authorized emission testing center (found at most petrol pumps) to have your vehicle tested.
  • Online Access: While you cannot renew the certificate online, you can download an existing, valid certificate from the Parivahan website

Why is it Important?

  1. Legal Compliance: Required for driving on public roads.
  2. Insurance Renewal: According to IRDAI, a valid PUC is required to renew your vehicle insurance policy.
  3. Vehicle Health: Identifies potential engine or exhaust issues. 

Cost of PUC

The cost for a PUC certificate generally ranges from ₹60 to ₹100, depending on the type of vehicle (two-wheeler vs. four-wheeler) and the fuel used. 

What if a Vehicle Fails the Test?

If a vehicle fails the emission test, the center will issue a rejection slip. The owner must then get the vehicle repaired and return to the center for a re-test.
