Vehicle Fitness Testing

In India, an RTO Vehicle Fitness Certificate (FC) is

a mandatory document issued by the Regional Transport Office (RTO) that certifies a vehicle's roadworthiness and compliance with safety and emission standards. Under the Motor Vehicles Act, 1988, operating a vehicle without a valid FC is a punishable offence.

Validity & Frequency

The validity of a fitness certificate depends on the vehicle type and age: 

  • Private Vehicles (Non-Transport): Initially valid for 15 years from the registration date. After 15 years, it must be renewed every 5 years.
  • Commercial Vehicles (Transport): New vehicles receive an FC valid for 2 years. For vehicles up to 8 years old, renewal is every 2 years; once the vehicle exceeds 8 years, it must be renewed annually

The Testing Process

Fitness tests are increasingly being conducted at Automated Testing Stations (ATS), which use mechanical equipment to minimize human error. 

  1. Visual Inspection: Checks on tires (no bald tires), broken windscreens, mirrors, wipers, horn functionality (no multi-tone/pressure horns), and retro-reflective tapes.
  2. Mechanical & Equipment Checks: Testing of the braking system, steering play, suspension, and speedometer.
  3. Emission Test: Verification that the vehicle meets BS norms via idle emission tests for petrol/CNG or free acceleration smoke tests for diesel.
  4. Identification: Matching of the physical chassis and engine numbers with the registration documents. 

Application Procedure

You can apply online via the Parivahan Sewa portal or offline at your local RTO: 

  1. Online Application: Visit the portal, select Vehicle Related Services, enter your registration number, and choose Apply for Fitness Certificate.
  2. Fee Payment: Pay the prescribed fees (typically ₹200–₹1,000 depending on vehicle class and manual/automated testing).
  3. Appointment: Book an inspection slot on a designated date.
  4. Physical Inspection: Bring the vehicle and original documents (RC, Insurance, PUC) to the RTO/ATS for testing.

  • Pollution Under Control (PUC) Certificate
  • Road Tax Payment Receipt
  • Pencil Impression of Chassis Number
  • ID and Address Proof (Aadhaar, Passport, etc.) 

Failure to maintain a valid FC can result in fines starting at ₹2,000 for the first offence, reaching up to ₹10,000 or imprisonment for repeats, and a daily late fee of ₹50 for delayed renewals.
