Vehicle Related Services

RTO

Vehicle Related Services refer to the suite of administrative and regulatory tasks managed by the Regional Transport Office (RTO) and the centralized Parivahan Sewa portal to ensure vehicle compliance with the Motor Vehicles Act, 1988. These services are primarily digitized through the VAHAN application, which maintains the national register of all vehicles in India.

Core Vehicle Services

These services are essential for every vehicle owner and can mostly be accessed via the VAHAN Citizen Services portal: 

  • New Vehicle Registration: Issuance of permanent registration numbers and Registration Certificates (RC) for new vehicles.
  • Renewal of Registration: Mandatory renewal of RC for private non-transport vehicles after 15 years, and subsequently every 5 years.
  • Transfer of Ownership: Required when buying or selling a used vehicle to legally transfer the title to the new owner.
  • Duplicate RC: Issuance of a new certificate if the original is lost, stolen, or mutilated.
  • Change of Address: Updating the owner's residential address in the official vehicle records.
  • Hypothecation Services: Adding, continuing, or terminating a bank lien (loan) on the vehicle's registration. 

Compliance & Legal Services

  • No Objection Certificate (NOC): Mandatory for transferring a vehicle to another state or RTO jurisdiction.
  • Fitness Certificate (FC): Issuance and renewal of roadworthiness certificates, primarily for commercial transport vehicles.
  • Permit Services: Issuance of National, State, and Goods Carrier permits for commercial vehicle operations.
  • Road Tax Payment: Online calculation and payment of monthly, quarterly, or yearly motor vehicle taxes.
  • e-Challan: Checking and paying traffic violation fines through the e-Challan portal. 

Specialized & Allied Services

  • Fancy Number Allocation: An online bidding system for individuals wanting specific "VIP" registration numbers.
  • PUC Certificate: Verification and digital record management of Pollution Under Control status.
  • Vehicle Alteration: Applying for permission and updating records for changes in vehicle color, engine, or seating capacity.
  • RC Particulars: Obtaining a detailed report of a vehicle's history, specifications, and previous ownership. 

How to Access Services

  1. Online: Most services can be initiated by visiting the Parivahan Sewa portal, selecting Vehicle Related Services, and entering your vehicle's registration number.
  2. Mobile: The mParivahan app allows users to access digital versions of their RC and DL, which are legally valid for verification by authorities.
  3. Offline: Physical visits to the Regional Transport Office are still required for tasks like initial vehicle inspection or if certain biometric/document verifications are pending.
